Local goons collecting illegal parking fees
Unauthorized individuals are extorting money from people parking on public roads.

Near the main market, a group of local toughs have cordoned off public street parking and are forcing drivers to pay Rs. 50 to park there. They do not issue any municipal receipts.
When confronted, they threaten violence and damage the vehicles. The local police beat seems to be aware but ignores them.
